Kentucky's Early Intervention System (KEIS) is Kentucky's response to the federal Infant-Toddler Program, administered by the Department for Public Health within the Cabinet for Health and Family Services.
Comprehensive services are delivered through a network of community agencies and disciplines — developmental specialists, therapists, and family coaches working together to support each child's growth.

Three paths to qualify.
KEIS serves children from birth to age 3 and their families. A child may be eligible in one of three ways:
Developmental delay
An evaluation shows the child is not developing typically in at least one of the measured skill areas: communication, cognition, physical, social-emotional, or self-help.
Established risk condition
The child is diagnosed with a physical or mental condition likely to result in developmental delay, such as Down Syndrome.
Informed clinical opinion
An approved multidisciplinary team of professionals determines the child is in need of services based on their clinical expertise.
Always free to start.
All screenings are free. Ongoing services are typically free or low cost. Families enrolled are assessed for ability to help with the cost of services through a sliding scale.
About Family Share
- — Monthly fees are calculated on a sliding scale ranging from no cost up to $400 per month, based on one child only — regardless of how many siblings are enrolled or how many services your child receives.
- — Families may waive the Family Share fee while consent to bill private insurance is active.
- — You always have the right to refuse any service, to have the Family Share cost assessed, and to refuse consent for billing private insurance.

Quick answers.
Who can make a referral?

Anyone — parents, grandparents, doctors, childcare providers, or even a concerned neighbor. You don't need a diagnosis to refer.
How old does my child have to be?

KEIS serves children from birth up to their third birthday. Earlier referrals mean more time for support.
How much does it cost?

Screenings and evaluations are always free. Ongoing services are billed on a sliding scale (Family Share) — many families pay nothing at all.
Where do services happen?

In your child's natural environment — usually at home, sometimes at daycare or a relative's house. We come to you.
How long does it take to get started?

Once a referral is received, federal regulations require evaluation and an Individualized Family Service Plan within 45 days.
